Government to Government Bilateral Cooperation

 

1. Check eligible activities from the Ghana international carbon market framework (Schedule 4, Page 52).

2. Create an account

  • Send a request to CMO to open an account on the GCR via email on cmo@epa.gov.gh
  • CMO replies by informing you to complete the mitigation activity participant/ entity application form and pay the necessary fees.
  • Make the necessary payment, complete, and submit the application form and attach supporting documents using the link provided in the form.
  • CMO provides you with the account credentials and the procedure for activating the account, via email.
  • Activate the account.

3. Obtaining letter of authorization leading to corresponding adjustments

  • The activity developer submits a request letter of authorization to the Carbon Market Office using the authorization request form [Section 2.4, 3.9 of the Ghana’s international carbon markets framework document].
  • Carbon Market Office prepares Article 6.2 Initial Report for the mitigation activity seeking to generate ITMOs for authorization.

4. Transfer & corresponding adjustment (CA)

  • Regardless of the registry on which the MOs are created and recorded, all transfers of the ITMOs to the Registry of the participating acquiring Country shall commence from the GCR.
  • Carbon Market Office first transfers ITMOs to the Registry of participating acquiring Party for the Uses as defined per Decision 2/CMA.3 and the provisions in the letter of authorisation.
  • Carbon Market Office cancels an equal amount of transferred ITMOs in the retirement account on the GCR.
  • Retirement of carbon offset credits as part of a voluntary carbon commitment programme.

5. Reporting from the accounting registry to Article 6 database

  • Carbon Market Office prepares Article 6.2 Initial Report before issuing the authorisation letter and releases an official authorisation statement for each mitigation activity.
  • Carbon Market Office shall prepare the quantitative information on Article 6.2 transaction in an electronic format as Annual Report and submitted to the UNFCCC for recording in the Article 6 database
  • EPA and Carbon Market Office prepares Regular Information on Ghana’s Article 6.2 cooperation approach as an annexe to biennial transparency reports
Government to Private Entity Unilateral Engagement

 

1. Check eligible voluntary carbon market projects

2. Create an account

  2. CMO replies by informing you to complete the mitigation activity participant/ entity application form and pay the necessary fees.
  3. Make the necessary payment, complete, and submit the application form and attach supporting documents using the link provided in the form.
  4. CMO provides you with the account credentials and the procedure for activating the account, via email.
  5. Activate the account.

3. Host Party Authorisation of outcomes & use for IMP or OIMP

4. Host Party transfer and CA of units for specific IMP or OIMP use

5. Reporting from accounting registry to Article 6 database

Voluntary Carbon Markets without Corresponding Adjustment

 

1. Check projects Inside & outside NDC covered in GHG inventory

  2. CMO replies by informing you to complete the mitigation activity participant/ entity application form and pay the necessary fees.
  3. Make the necessary payment, complete, and submit the application form and attach supporting documents using the link provided in the form.
  4. CMO provides you with the account credentials and the procedure for activating the account, via email.
  5. Activate the account.

3. Host Party’s endorsement letter for counting toward NDC

Opening account as a VVE /carbon broker / service provider under Article 6.2

1. Send a request to CMO to open an account on the GCR via email on cmo@epa.gov.gh

2. CMO replies by informing you to complete the mitigation activity participant/ entity application form and pay the necessary fees.

3. Make the necessary payment, complete, and submit the form and attach supporting documents using the link provided in the form. Provide the following supporting documents:

  • Accreditation of VVE.
  • Track record of services provided previously as a carbon broker
  • Engagements as a service provider or experience in project feasibility and development; legal, regulatory, technology and financial analysis.

4. CMO provides the entity with the credentials of the account and the procedure for activating the account.

5. Activate the account.
